In 2019\, Codie received the “Above and Beyond” Award from the Oklahoma Association of Electric Cooperatives for providing emergency care for an individual in a vehicle accident while he was on the job. In his free time\, he enjoys the outdoors and spending time with my family. DESCRIPTION:Building on the success of Substation I\, NEPPA is pleased to offer the newly redesigned Substation II Program which is held in 4 3-day sessions (Tuesday-Thursday from 8:00am-2:00pm) throughout the year. Participants are expected to attend all sessions. In 1990\, he started working for Littleton Electric Light Department as an Apprentice Lineman\, completing NEPPA’s Line School in 1994. John worked his way up from Journeyman Lineman to Engineering Technician\, gaining skills on the more technical aspects of distribution such as substations\, scada and automated distribution. He oversaw the meter department\, planning for and installing Littleton Electric Light Department’s first AMR system and upgrading all metering to solid state. In the early 2000s\, he worked to upgrade their substation by replacing the oil filled breakers with air insulated as well as replacing all mechanical relays w/ solid state. In 2005\, John took on a supervisory role\, overseeing line crews for after-hours coverage. He has been involved with public power his whole life\, as his father was a lineman in Sterling\, MA in the 50’s before becoming the Manager in Paxton and then Littleton. NEPPA is happy to have his expertise as an instructor\, helping to expand NEPPA’s training program with this knowledge and experience.\n					\n				\n			\n				\n				\n				\n				\n				LODGING\nLodging is not included in your registration fees and must be arranged directly with the hotel. DESCRIPTION:NEPPA’s Public Utility Management Program (PUMP) is back and better than ever\, including new instructors\, new topics and more interactive sessions. \nThe PUMP program is held in two 3-day in-person sessions on April 14 – 16 and October 27 – 29\, 2026 from 8:30am-4:00pm at the NEPPA Training Center (200 New Estate Road\, Littleton\, MA 01460)\, in addition to two shorter virtual sessions\, held September 9th and September 23rd\, 2026 from 10:00am-11:30am. Please note: a reception\, dinner and certificate ceremony will be held for attendees on October 28th from 4:00pm-7:00pm in Groton\, MA.  \nPUMP is a robust course of study which covers a variety of management\, leadership\, and operations disciplines necessary for leaders of municipal and co-op utilities. The purpose of this program is to provide best practices\, knowledge/skill/behavior development and practical application for current and future public power leaders. Additional field visits may be arranged and will be communicated in advance of the session.  \n\nNEPPA Training Center\n200 New Estate Road\nLittleton\, MA 01460 \n			\n				\n				\n				\n				\n				WHO SHOULD ATTEND\nThis program is designed for those who are responsible for working in or maintaining utility substations or those who wish to expand their knowledge to grow into a substation role. \n\nLineworkers or operations employees\nSubstation Technicians\nEmployees or Supervisors transitioning from other departments\nNew Engineers\nConstruction Supervisors\nProject Managers\n\n			\n				\n				\n				\n				\n				LEARNING OBJECTIVES\nUpon successful completion of the Program\, Substation II participants should be able to: \n\nApply concepts to design\, build\, maintain\, troubleshoot\, and repair a substation.\nDemonstrate an advanced understanding and knowledge of applicable standards\, specifications and regulations such as OSHA\, the NESC\, and NERC/CIP.\nPractice safely entering\, exiting and performing maintenance in a substation.\nApply advanced concepts of the substation’s role in a distribution system including testing and programming.\nDemonstrate ability to test and program equipment found in a substation\, including applicable safety precautions and PPE\nDemonstrate an advanced understanding of SCADA\, as well as switching and tagging.\nDemonstrate an applied understanding of how to operate and interpret relay functions. \n\n			\n				\n				\n				\n				\n				TOPICS TO BE DISCUSSED\nWeek 1:\nNEPPA Safety\nSubstation design 1\nSubstation communication systems \nWeek 2:\nNEPPA NESC review\nSubstation special elements\nSubstation system operations \nWeek 3:\nSubstation design 2\nSubstation system protection\nSubstation system automation \nWeek 4:\nRelays\nTransformer testing\nCircuit breaker & instrument transformer testing\n			\n				\n				\n				\n				\n				COURSE PREREQUISITES\nIn order to be successful in the Substation II Program\, students must first complete the Substation I Program. \n			\n				\n				\n				\n				\n				WHAT TO BRING\nThis class requires the following PPE: \n\nHard Hat\nSafety Glasses\nLeather Gloves\nSafety Toe Boots\n\nStudents are also asked to bring a laptop or tablet each day to view class materials and complete online testing. \n			\n				\n				\n				\n				\n				REGISTRATION\n2026 Registration fees include coffee and lunch each day. Withdrawals/cancellations received based on the schedule below are eligible for the following: \n\n3 weeks prior to the 1st scheduled week of class = 100% refund of tuition\, less the cost of NLC books\nBefore completion of the 1st scheduled week of class = 75% refund of tuition\nBefore the completion of the 2nd scheduled week of class = 50% refund of tuition\nAfter the 2nd scheduled week of class = 0% refund of tuition\n\n			\n				register now\n			\n				\n				\n				\n				\n				INSTRUCTOR\n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n					John Lanciani\n					Trainer \n					John grew up in Littleton\, MA\, graduating in 1988 and became an Apprentice Electrician for Interstate Electric. In 1990\, he started working for Littleton Electric Light Department as an Apprentice Lineman\, completing NEPPA’s Line School in 1994. John worked his way up from Journeyman Lineman to Engineering Technician\, gaining skills on the more technical aspects of distribution such as substations\, scada and automated distribution. He oversaw the meter department\, planning for and installing Littleton Electric Light Department’s first AMR system and upgrading all metering to solid state. In the early 2000s\, he worked to upgrade their substation by replacing the oil filled breakers with air insulated as well as replacing all mechanical relays w/ solid state. In 2005\, John took on a supervisory role\, overseeing line crews for after-hours coverage. He has been involved with public power his whole life\, as his father was a lineman in Sterling\, MA in the 50’s before becoming the Manager in Paxton and then Littleton. NEPPA is happy to have his expertise as an instructor\, helping to expand NEPPA’s training program with this knowledge and experience.\n					\n				\n			\n				\n				\n				\n				\n				LODGING\nLodging is not included in your registration fees and must be arranged directly with the hotel.
