Mike took over the helm of NEPPA in May 2022 after a 40 year utility career that started inside a #6 fuel oil generation plant at Philadelphia Electric. \nPrior to his role at NEPPA\, Mike was the Energy & Technical Programs Manager for the Southern Maryland Electric Cooperative (SMECO) in Hughesville\, Maryland\, and his main responsibility was the oversight of the Solar Interconnection and Electric Vehicle programs. \nBefore his stint at SMECO\, Mr. Hyland served as the Senior Vice President of Engineering Services at the American Public Power Association (APPA) in Washington DC for 24 years. In that position\, he was responsible for all the engineering\, safety\, cyber security\, reliability\, system planning\, mutual aid and operations for the associations 2000+ municipal utilities operating in the United States. \nMike is a Professional Engineer with an Electrical Engineering degree from Drexel University in Philadelphia\, is co-inventor on three US Patents\, and now resides in Nashua\, NH. Mike has been married to his wife Colleen for over 33 years. Together they have raised three engineering children: Reid\, Erik and Jodie. \n					\n				\n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n\nRegistration Fees\n2026 Registration fees include coffee/tea\, continential breakfast and lunch each day. Instructor-Led Course) \n  \nOffered through the National Cybersecurity Preparedness Consortium (NCPC) and developed by Norwich University Applied Research Institutes (NUARI)\, this course examines cybersecurity in the context of community and critical infrastructure protection. It bridges policy\, operations\, and technology to help decision-makers and technology professionals understand how digital risk affects essential services and how to strengthen resilience through informed planning and investment. \n  \n\n\n\n\n\n\n\nWorkshop Details: \n \n\n\n\n\n\n\n\nLocation: \nNortheast Public Power Association (NEPPA) Training Center200 New Estate Road\, Littleton\, MA 01460 \n  \nDates: \nStudents need to attend all three sessions to achieve course certification \nJuly 14\, 2026   8 am – 2:30 pm (includes 30 minute lunch break) \nJuly 15\, 2026 8 am – 2:30 pm (includes 30 minute lunch break) \nJuly 16\, 2026 8 am – 12 noon \n  \nCourse Description: \nThe course introduces foundational cybersecurity principles in the context of community and critical infrastructure protection. Through classroom instruction\, guided labs\, and applied exercises\, participants explore common threats\, examine open-source tools for monitoring networks and systems\, and review key cybersecurity standards and policies. Using these concepts\, participants will develop a practical outline for a cybersecurity program that reflects their organization’s resources and operational realities\, incorporating both technical and administrative controls to support ongoing program development and implementation. \n  \nUpon completion of this course\, students will be able to: \n\nDescribe common and current cybersecurity risks to communities and their critical infrastructure.\nCategorize and communicate fundamental concepts of cybersecurity and how they apply to their organization and/or community.\nDescribe the purpose and basic configuration of common open-source cybersecurity tools.\nDescribe common cybersecurity policies\, their purpose\, and how those policies impact their organization and/or community.\n\nTarget Audience: \nDesigned for decision-makers and technology professionals supporting community organizations and critical infrastructure sectors. Typical participants include community leaders\, utility managers\, emergency management coordinators\, IT and OT personnel\, cybersecurity staff\, finance managers\, operations managers\, and human resources managers. The course is particularly relevant for those in public and rural utilities\, local government\, and essential service operations who must balance cybersecurity responsibilities with limited resources and shared accountability across departments. \n  \nPrerequisites: \nParticipants should be comfortable using computers and have a general awareness of networked systems.
