GENERAL SUMMARY:
Under the general direction of the Light Department Manager, the Accounting Manager performs all duties in the area of general and cost accounting and other related financial matters, as well as provides administrative and accounting support to the Town accounting function. Areas of support include, but are not limited to, Accounts Payable, Cash, Payroll, and General Ledger. Also acts as backup to the Department’s Office Manager.

ESSENTIAL JOB FUNCTIONS:
 Responsible for all general and cost accounting processes performed in a timely, accurate manner.
 Responsible for all aspects of the Accounts Payable Function. Able to create new vendors for final bill customers. Responsible for the entire HMLD Accounts Payable function which includes external vendor contact in order to resolve and clarify invoicing discrepancies. Requires interaction with other employees regarding ordering and invoicing.
 Responsible for costing of all billable jobs such as forced accounts, pole damages, advance in aid of construction and to update and maintain status log of said jobs.
 Responsible for the daily reconciling of cash receipts, updating cash receipts journal, reconciling customer deposits, reconciling bounced checks journal.
 Responsible for the reconciliation of purchased power.
 Responsible for the billing activity for Joint Ownership and Pole Attachments.
 Assist in completing all external reporting such as but not limited to monthly sales tax, 826, 861, annual DPU report.
 Responsible for the monthly accounting ‘close’, ensuring a timely and orderly ‘close’ is accomplished. This activity requires significant interaction with HMLD employees.
 Responsible for monthly financial reporting.
 Update and maintain the following: fixed assets report, kilowatt hours sold spreadsheet, revenue analysis spreadsheet, data entry of vehicle costs. Enter month end journal entries and monthly passbook interest income entries. Reconcile general ledger expense accounts.
 Responsible for assisting Department Office Manager with Payroll.
 Updates and maintains attendance records in database.
 Assists in preparing the Operating and Capital Budgets and Six Year Plan.
 Assists in all aspects of the annual financial audit.
 Assists in the timely destruction of records in accordance with 220 CMR 75.
 Available to attend Advisory and Board of Commissioner meetings to discuss financials and Operating and Capital Budgets and reporting on Month End, Quarterly, and Year End financial results.
 Regularly advises Manager on status of financial matters.
 Maintains and investigates physical Inventory and adjustments regarding changes in pricing or quantity to ensure that corresponding G/L accounts are appropriately distributed.
 Maintain confidentiality in all aspects of this position subject to the Public Records Law.
 Performs duties in accordance with established policies, codes, laws and professional standards.
 Interacts with all functional areas of the HMLD and other Town Departments including all levels of bargaining unit and non-bargaining unit personnel.
 Adheres to HMLD practices and procedures.
Performs other related duties as assigned

EDUCATION AND QUALIFICATIONS:
A Bachelor's degree in accounting or related field from an accredited college or university; minimum of five (5) years general accounting, or related experience. Preference will be given to accounting experience within the electric utility industry

SKILLS/EXPERIENCE/TRAINING:
KNOWLEDGE:
 Has advanced knowledge of accounting principles and practices.
 Good understanding of utility’s best practices.
 Familiarity with office procedures, methods and equipment including computers.
 Must be knowledgeable of billing and accounting software, budgeting and project management.
 Knowledge of FERC accounting, DPU regulations and MGL Chap 164 is preferred.
 Requires thorough knowledge of financial practices and principles in a municipal accounting environment.
ABILITY:
 Must have well developed computer skills and excellent knowledge of Word, Excel, PowerPoint, etc.
 Ability to use a computer, standard office and communication equipment.
 Ability to remain at work and perform job functions during occasional adverse weather conditions for extended periods of time.
 Ability to work without direct supervision
 Ability to prioritize multiple tasks and deal effectively with interruptions
SKILLS:
 Must have strong oral, written and presentation communication skills with the command of the industry terminology.

WORKING CONDITIONS AND PHYSICAL DEMANDS:
 Normal office environment not subject to extremes in temperature, noise, etc.
 May spend extended periods of time at computer terminal, at desk or on the telephone and operating other office/computer equipment requiring eye-hand coordination and finger dexterity.
 Occasional lifting, bending and carrying of files, documents and records.
 May be required to respond to the Department during major storms or disasters.
