Job Summary
Under general supervision, perform operating tasks in the installation, testing/troubleshooting, maintenance/repairs and program of the AMI Fixed Mesh Network System, up to 13.8kV primary and secondary metering.  Support Electrification Programs including: EV charging infrastructure, 5G and home area network demand response program. Perform Digsafe. Assist in Smart Grid communication; radio and fiber installation, maintenance and programming.  Responsible for meter reading as required. Overhead equipment installed above the secondary gain shall be accessed only by qualified line workers.

Illustrative Work Activities:
Essential work activities, pursuant to the Americans with Disabilities Act, may include the following.  Other related duties may be assigned.

  • Install, test/troubleshoot, maintain/repair, read, and program all residential and commercial/industrial type meters including primary metering. Disconnect and connect all types of single and polyphase meters.  Read and record electric usage on all residential and commercial/industrial type meters.  Retrofit meters to join the AMI Fixed Mesh Network.
  • Perform meter reading and special reads and complete all documentation necessary for meter connections, disconnections, and data usage analysis.
  • Install, test/troubleshoot, maintain/repair, program AMI fixed mesh network components, including radios, fiber nodes, and relays. Ensure proper radio propagation and downloaded data analysis for metering accuracy.
  • Perform DigSafes. Serve as the RMLD representative to the Digsafe Systems, Inc.  In conjunction with Engineering staff, secure all available plans, data, and reports necessary to ensure accurate field marking and investigates any dig-in incidents.   Provide promptly all Digsafe as-built changes to the GIS plan for engineering GIS updates.
  • Assist to install, troubleshoot and repair communication between substations, Smart Grid IEDs, protective devices (reclosers, intellirupters, SCADA mate switches, VFI switches, etc.) and SCADA and OMS systems.
  • Assist to install, test/troubleshoot and repair and/or removal of Demand Side Management (DSM) devices, including home area network devices, in support of RMLD peak reduction program.
  • Support EV charging, 5G, and other Electrification Programs, for installation, testing, troubleshooting, etc. as directed.
  • Inspect and report meters for unauthorized connections, defects, and damages such as broken seals.
  • Perform Infrared Scan inside metering cabinets and devices.
  • Report any problems such as meter irregularities, damaged equipment, or impediments to meter access.
  • Provide prompt GIS updates on meter location and metering data accuracy when meters installed, replaced, and/or removed. Report any inaccuracies, discrepancies, etc. to General Foreman of Grid Assets and Communications.
  • Ensure accuracy of metering multiply factor.
  • Demonstrate knowledge and understanding of OSHA safety rules and RMLD Safety Program, APPA Safety Manual, RMLD policies and procedures.
  • Responsible for actively updating CDP to achieve progression training including technology advancement training to maintain proficiencies in tasked functions.
  • Assist to manage and perform spill response and clean up under the RMLD SPCC Plan.

 

Minimum Qualifications
Education:
Certificate in electrical technology, electrician, meter technician or equivalent as determined by RMLD.  AS in Electrical Engineering, Utility Engineering, or equivalent as determined by RMLD, preferred.

Experience:
Entry level requires a minimum of one year experience in a meter testing position or equivalent tech. environment as determined by the RMLD.

Knowledge, Skills and Abilities:
Good command of the English language. Proficiency with computer and handheld electronic devices.   Demonstrate familiarity with all aspects of meter reading.  Ability to demonstrate mechanical/technical aptitude. Familiar with RMLD service territory (facilities, streets, etc.). Neatness and qualifications necessary for professional, courteous contact with the general public.

Judgment and Initiative:
Performs generally well-defined and proceduralized best utility business meter, etc.  functions.  Works in accordance with written instructions and schedules and follows all safety and operational procedures. Duties are generally proceduralized with limited opportunity for independent action relating to work plan and schedules.  Problems without clear precedent are referred to the Assistant General Foreman or General Foreman of Grid Assets and Communications.

Manual Skills:
Good hand-eye coordination required for work in meter reading, meter installation and testing. Computer and hand held electronic devices, including testing and troubleshooting equipment.

Physical Requirements:
Capable of performing job functions under occasionally adverse weather and work conditions for extended periods of time.  Intermittent exertion of moderate physical effort in pushing, pulling, carrying, lifting and positioning of material or bulky equipment.

Supervisory:  None.

Licenses and Certifications:  CPR, First Aid Valid MA Class D Operators license required. Electrician license and Advanced Metering Certificate preferred.
