SUMMARY The HMLD Assistant General Manager oversees the HMLD Operations department as well as certain administrative functions. The primary role of this position should be to actively manage and supervise the electric operations and functions of the electric department to ensure ratepayers with low cost, safe and reliable electricity. This position is also responsible for the engineering and operation of the department in regards to project engineering, construction, safety, supervisory on-call, scheduling, field switching and testing, as well as direct supervision of operations personnel. Collaboration with the GM in areas of financial management, annual and capital budget, industry reporting, personnel evaluations, power supply forecasts, long and short term contracts, policy implementation, emergency and strategic planning may be some additional required duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES*
- Keeps current with NERC, OSHA, APPA, NESC, FERC, Chapter 164 and other applicable regulations. Also must enforce, practice, and promote a safe working environment. Oversight of a positive discipline program and recommend Employee Assistance Program where appropriate.
- Managing Line-work Schedule, providing crew instruction, job estimation, system upgrades, switching, etc.
- Regular attendance and the ability to work with supervisors, subordinates, other employees of the Department or Town and the general public are required of this position.
- Performs other duties as assigned by the General Manager.
- Maintain and enhance the relationship between the employees and customers by overseeing resolution of customer complaints, grievances or other terms of a customer service nature.
- Supervisory on-call responsibility, including 24/7 availability, emergency response, after hours scheduled work and supervision of line crews.
- Writing and approving high voltage switching orders, and performing and supervising high voltage switching throughout the system, including substations
- Provide and supervise engineering design functions for construction, upgrades and maintenance to the distribution system.
- Coordinate and supervise distribution construction and maintenance projects
- Attend public meetings as directed by the GM
- Assisting with the yearly budget and capital budget
- Responsibility of employee yearly performance reviews
- Assist the GM with financial management and reporting
- Assumes the responsibilities for the GM in his or her absence and will report directly to TM.
- Coordinates and manages sub-contractors
- Supervises or oversees the vegetation management program
- Storm, outage and emergency management
- May be required to travel

SUPERVISES THE FOLLOWING HMLD POSITIONS
- Laborers/EO1, Groundsmen, Meter Readers/Testers/Technicians, Forestry, Linemen, Foremen, Office Team

QUALIFICATIONS
- Thorough knowledge of electric system distribution/transmission systems and on-going knowledge of safety rules and regulations.
- Be capable to safely perform switching in a 15kV system
- Have knowledge of Electrical Distribution Systems, Generation, and Substations.
- Possess a Valid D Operator license. Any special licenses are assets (e.g. hydraulic, backhoe, commercial class B, etc.).
- Exercise leadership and initiative.
- Must have experience with the supervision of a union and non-union workforce
- Meet the general physical demands of the position and participate in a yearly OSHA Safety Program. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

EDUCATION AND/OR EXPERIENCE
- Bachelor’s Degree/Master’s Degree in business/public administration, engineering or related field and/or a minimum of ten (10) years full time experience working in the electric utility industry in an operations capacity with a progression in management experience supervising both union and non-union employees.
- Experience in managing operations in utility industry.
- Minimum of 5 years as Journeyman Lineman preferred
- Crew/Truck foreman experience preferred.
