Morrisville Water and Light is one of the 2,200 not-for-profit public power utilities in the United States. The Village of Morrisville Water & Light Department (MWL) is a small, rural, not-for-profit municipal utility providing reliable water and sewer services to Morrisville and electric service to Morristown and five surrounding Towns.

 

Position Overview:

The Controller/Office Manager is responsible for all financial and main office administrative operations. As a critical member of the leadership team, this position will ensure that the monthly, quarterly and annual financial reporting is completed on a timely basis to ensure the organization can operate efficiently. The Controller/Office Manager responsibilities include accounting operations, taxation, internal controls, audit management, human resources and oversight of the customer billing process. The Controller/Officer Manager is the primary point of contact with key vendor partners. This person needs to have a demonstrated history of success developing the accounting, human resources, and overall management of the Morrisville Water and Light (MW&L) main office.

 

Essential Duties and Responsibilities:

  • Manage all accounting operations, including billing, accounts receivables (A/R), accounts payable (A/P), general ledger (GL), cost accounting, and revenue recognition consistent with MW&L’s policies
  • Provide leadership in the accounting, controls, compliance, and reporting for the organization
  • Oversee and coordinate the information requirements and analysis needed to support the annual financial audit
  • Develop and document processes and accounting policies to maintain and strengthen internal controls
  • Create and manage annual operating and capital budgets ensuring financial performance remains on target in partnership with the General Manager
  • Manage, mentor and develop the office team
  • Develop strong relationships across the leadership team to foster teamwork and constructive actions in all areas affecting the organizations strategies
  • Produce and communicate accurate and timely monthly, quarterly, and annual financial reports
  • Manage all electric, water, and sewer billing activities
  • Maintains an effective relationship with customers while overseeing all account management activities
  • Ensures compliance with PUC rules related to billing, disconnections, deposits, etc. related to customers
  • Manages Net Metering to include review billings to customers, set up new accounts, etc.
  • Prepare annual filings to PUC
  • Prepare for, plan, negotiate and implement collective bargaining agreement terms, policies, and procedures with the IBEW
  • Manage the Human Resources functions for the organization that includes recruiting, onboarding, drug testing, and managing employee relations
  • Manage all payroll activities and ensure payroll processing is completed on time
  • Prepare and/or manage monthly, quarterly and annual filings for federal and state taxes
  • Design, recommend, negotiate and administer cost-effective benefit programs including managing compliance, and workers compensation
  • Manage electric rate cases prepared by VPPSA
  • Partner with IT to ensure expenditures are accurately forecasted and kept within budget
  • Responsible for managing new password setups and resets
  • Maintains current knowledge, trends, and practices in the utility industry through peer association, attendance at seminars, study, review literature, and proposed regulations
  • Prepares and communicates updates related to the organizations special project fund to the Town
  • Act as VPPSA Board alternate for Morrisville Water and Light
  • Assists, plans and implements safety and security policies and procedures in compliance with local, state, and federal regulations

Qualifications, Education, and Experience:

  • Minimum of Associates in Accounting;
  • Minimum of 5 years of progressive accounting related experience; industry experience in utilities sector preferred
  • Demonstrated proficiency in creating financial reporting systems
  • Strong business intellect
  • Excellent interpersonal and communication skills; with demonstrated ability to:
    • Provide leadership in projects and teams
    • Identify and resolve problems in a timely manner
    • Exhibits objectively and openness to others’ views; gives and welcomes feedback; contributes to building a positive team dynamic
    • Can delegate work by matching responsibilities to the person; sets expectations, monitors progress and gets results
    • Makes timely decisions, exhibit sound and accurate judgment
