
Description
Under the general direction of the Municipal Light Board (“MLB”) the Director is responsible for the overall operation of the Municipal Light Plant (“MLP”) including, but not limited to, the fulfillment of all Mission Statement objectives. As the chief executive officer, the Director must ensure that the MLP is in full compliance with Massachusetts General Law (“M.G.L.”) C. 164 as well as all other federal, state and local policies, procedures, laws and, as applicable, bylaws. This position provides the leadership necessary to ensure that Wellesley residents and businesses receive responsive and courteous customer service.
The Director is responsible for the management and oversight of the Town’s electrical utility. The MLB requires the MLP to operate in a business-like manner by maintaining an efficient organization and expanding non-operating profits. The MLB places a priority on providing a favorable payment-in-lieu-of-tax (PILOT) contribution and other financial benefits to the town while fulfilling the MLB and Director’s fiduciary responsibility to electrical ratepayers.
Principal Responsibilities include but not limited to:
Provides the necessary leadership to ensure that the MLP is operated in a business-like manner, with an emphasis on safety, compliance, reliability, competitive rates, and sustainability.
Establishes, communicates and monitors annual performance-based objectives to measure and compare the MLP’s financial and operational results with historical benchmarks and projected goals.
Develops and monitors a power supply policy that ensures the delivery of electricity to Town residents and businesses at prices that are competitive within the industry.
Oversees the development of an annual capital work plan that identifies and allocates the financial resources necessary to cost-effectively upgrade the distribution infrastructure, dedicated supply lines and “Use Rights” assets.
Establishes a team-oriented work culture throughout the organization that is committed to providing responsive, conscientious, accurate and courteous service to all water, sewer and electric customers and promotes a positive public image.
Monitors internal financial controls and associated procedures to ensure the MLP’s assets are protected; works with the Town’s external auditors to maintain accurate financial statements and to identify and correct any potential weaknesses.
Analyzes electric rates charged to each customer class and periodically recommends the need to complete cost of service studies and/or rate adjustments.
