Summary of Duties:  The Electrical Engineer provides technical engineering support and supervision for the safe, reliable and efficient operation of the Mansfield Municipal Electric Department (MMED) electric transmission and distribution system. The MMED Electrical Engineer is responsible for the planning and design of capital and maintenance projects for system improvement. The Electrical Engineer also communicates directly with customers, contractors, consultants, power suppliers and regulatory agencies by responding to a wide variety of informational requests.

Supervision Received: The Electrical Engineer works under the direct supervision of the General Manager.

Supervision Exercised: Under certain circumstances may supervise MMED operating personnel in restoration of electric service during system emergencies or when projects require engineering expertise for proper installation.

Minimum Qualifications:

 Education: Bachelor of Science degree in Electrical Engineering at an accredited engineering college.

Experience: Minimum of five years’ experience in the operation, maintenance, repair and construction of an electric distribution system.

Licenses/Certificates: Registration as a Professional Engineer is desirable

Knowledge/Abilities/Skills:

This position requires professional knowledge of electrical engineering principles and theory. Professional competence is required in the utility engineering, communications and computer fields of specialization. Knowledge of overhead and underground power distribution systems, SCADA systems, residential and commercial metering systems. Proficiency in the use of personal computers and software, to include spreadsheets, word processing and electrical engineering specific software applications. Ability to troubleshoot electric system problems and recommend solutions is required. Must possess excellent written and verbal communications skills.

Essential Functions:

  • Develops annual capital budgets in conjunction with MMED operating personnel and prepares capital budget requests for Board submittal and approval.
  • Monitors system energy and capacity requirements. Verifies metering for wholesale power supply purchases.
  • Works with and directs consultants retained by MMED in order to assist in their scope of work
  • Works with National Grid and other utility providers to address issues of concern regarding interconnection with MMED's electrical system.
  • Works with customers, electricians, contractors and others to provide estimates for electric service upgrades and address various electric service issues.
  • Prepares and maintains detailed maps, records, construction specifications and drawings.
  • Provides supervision and direction to MMED operating personnel for troubleshooting problems
  • Ensures compliance with the reporting requirements of North American Electric Reliability Corporation (NERC) and the Northeast Power Coordinating Council (NPCC).
  • Must be available to assist with and, as necessary, with resolving system reliability issues during off hours.
  • Interacts daily with MMED line operations to assist in determining causes of outages, investigating voltage complaints
  • Designs and oversees the operation of the MMED's SCADA system; verifies the accuracy of data
  • Supervises contractors and performs project management for large capital addition projects
  • Evaluates, purchases and supervises the installation of specific metering equipment.
  • Prepares technical bid specifications for transformers, switchgear and associated equipment, construction contracts and distribution equipment, materials and services in accordance with Massachusetts public bidding laws

Shift and Days Off: Monday, Tuesday, Thursday 7am-3pm; Wednesday 7am – 7pm and Friday 7am – 11am

Salary Range:  This position is covered by a collective bargaining agreement.  The salary range is as follows:

  • $109,708 – $134,927
  • $115,193 - $141,673 with Professional Engineer license.
