THE POSITION:

To help meet the goals of the strategic plan and achieve the long-term strategic vision, the Energy Solutions Program Administrator manages the development, promotion and implementation of NHEC’s program offerings, including energy efficiency programs, social and environmental responsibility programs and industry specific products and services, while also providing for maximum participation and cost effectiveness in alignment with NHEC’s strategic intent and that meets regulatory requirements and established goals.

The position is responsible for overseeing the overall performance of the Large Business, Small Business and Municipal Energy Efficiency programs to achieve the committed program energy savings targets within the program budgets.  The Energy Solutions Program Administrator partners with internal and external stakeholders to set an energy efficiency implementation path, facilitating technical assessment studies, and long-term planning and execution of energy efficiency projects. The work includes consulting with members to identify efficiency opportunities and managing the day-to-day relationships with vendors and other external service providers, providing direction and or technical project expertise to coordinate available resources specific to the procurement and installation of energy efficient measures, strategies, and systems.

Job Responsibilities:

  • Design, develop, implement and manage programs and initiatives for specific member segments, sub- segments or common end-uses.
  • Contribute to the ongoing evolution of program strategies and the design of program features and services.
  • Participates in the budgeting, invoicing, evaluation, and tracking of expenses and energy savings.
  • Develop and manage a pipeline of projects for members and contractors to ensure programs meet budget, participation and savings goals.
  • Regularly prepare reports to document activities in the field and to monitor progress towards program goals on contractor participation and the status of eligible projects.
  • Review, analyze and coordinate with or follow up on program Quality Assurance activities as appropriate.
  • Facilitate effective communication, provide technical assistance, research and develop information related to successful program administration.
  • Manage the integration of activities between the member, advisory consultants, and vendor/distributors/contractors/retail supply chain.
  • Maintain ongoing communication with program participants to assess their needs and to receive feedback on their experience with the program.
  • Participate in the development of RFPs, review and selection of vendors for contracted services.
  • Provide direction to business partners (vendors) and/or technical project expertise to members and coordinates available resources specific to the procurement and installation of energy efficient resource measures, strategies, and systems.
  • Review and approves moderately complex projects, which require an understanding of energy analysis / calculations, implementation strategy for new technologies, or energy simulation modeling.
  • Collaborate on the development and deployment of program marketing strategy and campaigns.
  • Represent NHEC on cross utility teams to ensure collaboration and consistency of program offerings both at NHEC and with the other NH utilities.
  • Ensure that all projects and programs are delivered in compliance with NHEC procedures or regulatory guidelines; reviews project documentation and program applications to confirm all required and supporting materials are provided to fulfill program participation parameters.
  • Collaborate and partner with Energy Solutions colleagues across sectors/channels, along with Account Executives, Marketing, Member Solutions, Consumer Accounting, etc. to set an energy efficiency implementation path and strategy for member participation and program implementation.
  • Develop and deliver presentations to member groups, trade, and professional organizations.

  • Bachelor’s degree in Environmental Science, Engineering, Business or a related discipline preferred, or 4 years of related experience will be considered in lieu of a degree.
  • Requires 5 years relevant experience in combined program and project management related to energy program management, implementation or oversight.  Experience in the energy efficiency industry preferred.
  • Possess a working knowledge of generally accepted practices in conducting energy usage analysis.
  • Must be able to solve member problems and deliver energy solutions in a way that meets or exceeds member expectations.
  • Have a working knowledge of building science technologies and installment of energy efficient measures including heating, cooling, and water heating systems.
  • Certifications such as Home Energy Rating System (HERS) rater, Department of Energy Auditor, BPI, BOC, CEM, LEED, or other comparable residential and commercial building performance certification preferred based on specific program requirements.
  • Experience with REM/Rate 12.4 home energy rating tool and Targeted Residential Energy Analysis Tools (TREAT) 3.0 a plus.
  • Knowledgeable with state and local building and safety codes a plus.
  • Demonstrated experience with Microsoft programs such as Excel, Word, PowerPoint, Teams.
  • Possess strong verbal and written communication skills, and ability to effectively analyze and communicate information with all stakeholders.
  • Must possess and exhibit effective leadership skills and be results oriented.
  • Must be able to work independently as well as part of a diverse team.

        WORKING CONDITIONS:

Some day-to-day travel within the utility system required. Occasional overnight travel. Extra hours when necessary, during evenings and weekends.

This position is eligible for a hybrid work environment dependent upon management approval and workload requirements.

Assistance with power restoration efforts is required of all employees.  It may be required during regular business hours that employees will be assigned functions to support power restoration and for some employees that may be different from their normal duties. In addition, such assistance may require working nights, weekends and holidays which may involve considerable extra hours.  To meet this working condition, all employees are required to provide a personal phone number where they may be reached after hours.  This number will only be used for internal purposes.

COMPENSATION: 

NHEC views compensation in a holistic and transparent manner. The salary range for this role is targeted at $77,000 – 87,000.
