Summary:  The General Manager is the Chief Executive Officer for the utility and is responsible for the overall management, full operation and financial oversight of Chicopee Municipal Lighting Plant (dba as Chicopee Electric Light) as prescribed by Chapter 164, Section 56 of the Massachusetts General Laws.  The position reports to a three-member Municipal Light Board appointed by the Mayor of the City of Chicopee.

Chicopee Electric Light (CEL) is a community owned utility with a 125 year reputation of excellence.  As the local provider of utility services, including electric and telecommunications, the manager supports and cultivates a work environment dedicated to competitive rates, reliability of service and customer satisfaction.

CEL serves nearly 26,000 electric meters with annual revenues of approximately $70,000,000 (2022).  In 2019, Crossroads Fiber, a high-speed gigabit fiber-to-the-premise internet service within the community was launched and currently provides service to nearly 3,000 customers and is growing at a consistent rate.  CEL currently employs a workforce of 75 full-time employees.

CEL currently holds a Standard and Poor’s Grade AA- investment rating. CEL has a relationship with the Massachusetts Municipal Wholesale Electric Company (MMWEC), who provides services, expertise and strategic vision to assist municipal utilities in optimizing their energy resources and dealings in New England’s wholesale power markets.

Primary Role Responsibilities:

In conjunction with the Municipal Light Board:

  • Responsible for the overall management and control of the operations and property of the electric and broadband systems.
  • Establishment of strategies that impact the overall direction of Chicopee Electric Light. Oversee and develop in cooperation with Municipal Light Board and department managers long-range and short-range plans for the utility.
  • Analyze and establish the utility’s position on state and federal legislative issues. Work with Municipal Light Board and outside agencies to help implement legislative direction that benefits the ratepayers and citizens of Chicopee.
  • Oversee the setting and management of electric and broadband rates to ensure the financial viability of the utility.
  • Responsible for the effective operation and maintenance of the utility through subordinates to ensure continuous, safe and efficient delivery of electric and broadband services
  • Plans and directs all aspects of CEL policies, objectives and initiatives.
  • Analyzes the needs of the operations and business divisions and establishes priorities for these functional areas.
  • Guides overall personnel management through direct reports and the utility’s senior management team
  • Oversees financial planning activities to include capital and expense budgeting and management reporting.
  • Communicate with outside agencies, city officials, customers, attorneys, other electric utilities, industry committees, etc.
  • Ensure Utility operations is in compliance with all federal, state and municipal statutes, guidelines, rules regulations and public utility principals/practices.
  • Provide direction in employee and labor relations including negotiation of collective bargaining agreement
  • Establish strategies related to hedging and purchase of energy and capacity resources, including renewable energy to meet energy requirements of the utility
  • Oversee succession planning initiatives for key positions to insure the seamless and effective operation of the organization


  • Bachelor’s degree in Engineering or an equivalent degree providing sophisticated technical and/or analytical skills.
  • Master’s degree in technical or business related field is desirable.
  • Minimum of ten years electric utility experience and five years top management experience.
  • Excellent written and oral communication skills, problem-solving skills, and interpersonal skills including within political realms
  • Ability to maintain confidentiality, work under pressure and manage multiple projects.
  • Proven experience in financial budgeting and capital management
  • Demonstrated engagement in community-focused organizations and participation in associated civic activities
  • Working knowledge of statutory and industry regulations, energy markets, labor relations and negotiated labor agreements
