Job Summary:   Provides administrative and technical support to the Assistant Director of E&O and Director of E&O. Acts as liaison for operational groups and contractors/developers, MBTA, and third-party attachment entities, APPA, NEPPA, Town Officials, State and Federal agencies and customers.  Provides technical support for the E&O staff, Pole Foreman and reliability analysis, maintains records in SharePoint, provides support for engineering analysis and studies.


Illustrative Work Activities:  Essential work activities, pursuant to the Americans with Disabilities Act, may include the following:


  • Performs maintenance, revision, updating, filing, publication and distribution of work order management system. Provides, maintains, and updates all files.
  • Interacts with Operations support staff and supervisors in the development of all technical bid specifications; prepares bid letters and final bid analysis for presentation to the Board of Commissioners.
  • Keeps work and communications smoothly flowing from Director of E&O and Assistant Director of E&O to the Operations group supervisors, employees, contractors/developers, customers, third party attachment entities, federal, state, local legislative offices and other entities that may affect the operating functions of the Division.
  • Interacts with other divisions on a routine basis to maintain open communications on internal E&O projects and their involvement with them.
  • Familiar with Microsoft Project. Responsible for the maintenance and updating of the projects scheduling database and coordinating with the Operations-involved groups on how to use scheduling software.
  • Interact on a regular basis with contractors, developers, customer inquiries and complaints for the E&O
  • Participates in improving operational processes, procedures and related activities.
  • With input from Engineering, develops the agreement packages and upon completion of the work, provides final billing analysis for the Department and contractors/developers on URD (underground residential subdivision) and commercial development.
  • Responsible for the flow of the third party attachers and CATV correspondence and development of internal processes to ensure timeliness and accuracy of interdepartmental billing.
  • Maintains all E&O legally binding contracts, files, and records.
  • Assists and manages the maintenance of all files and records produced by the E&O staff in SharePoint and other digital medias.
  • Supports and maintains all NERC and NPCC supporting documents for self-certification and audits.
  • Attends CAB/BOC meetings and prepares minutes of the meetings as a backup person as necessary.
  • Provides support for weekly staff meetings and weekly work scheduling.
  • Assists in providing supporting documents for annual budget.
  • Performs reliability indices analysis, submits data to APPA eReliability tracker, and provides reports.
  • Supports RMLD Safety Committee’s monthly meetings, takes minutes, and provides reports.
  • Assists and supports E&O division in researching best business practices and developing operational procedures.
  • Assists with Incident Report document preparation and filing.
  • Supports customer complaints investigations, data collection, and preparing reports.
  • Attends and represents RMLD in assigned Town committees.
  • Assists engineers in performing Pole Foreman analysis for engineering projects.
  • Performs GIS edits for various studies/projects under supervision of engineers.
  • Generates report from Outage Management System (OMS), Milsoft, Futura, and other engineering databases.
  • Assists the storm manager in related storm restoration activities and supporting roles, duties, responsibilities as assigned.
  • Assists engineers in estimating the labor and materials cost for projects and work orders.
  • Updates and monitors materials minimum stocking levels and prepares reports.
  • Other duties as assigned


Minimum Qualifications

Basic Knowledge:  Associates degree in Engineering, Business Management, Business Administration, Computer  Science,  or equivalent degree as determined by RMLD.    Good working knowledge of Microsoft Office, project management, and e-mail systems along with administrative skills.  Good command of the English language.  Ability to communicate effectively with the public, sometimes under stressful conditions.

Experience:  At least five-years’ experience in the RMLD or a comparable electrical utility. Two-years’ technical experience in an  E&O services division with working knowledge of the electric utility industry, distribution field, as well as other RMLD divisions and their interactions with the E&O division functions.  Ability to work independently with little or no supervision.

Judgment and Initiative:  Ability to work with other members of the RMLD for development of contractor agreements and technical bid specifications/analysis.   Knowledge of capital budget and E&O operating budget.  Ability to manage high volume of work  in short timeframe.  Able to deal tactfully and diplomatically under stressful situations.

Independent Action:  Must be multi-task oriented, set priorities, and effectively manage time.


Manual Skills:  Able to type on computer keyboard.  Ability to use standard office and communications equipment.


Physical Requirements:  Ability to perform moderate physical work about the office and other locations both indoors and out in any weather and all seasons, as required by the position.
