
Description
DUTIES: Under the general supervision of the Manager and Assistant Manager: Responsible for efficient operation of the Distribution Division, including planning, designing, approval, coordinating, scheduling, crew assignment, and supervising the construction, maintenance, and operation of the transmission, distribution, safety, and DigSafe.
Evaluate overall performance of Distribution Division in relation to established objectives; make recommendations to the Manager regarding new approaches, policies, and procedures to affect continual improvement in the effectiveness of the utility and the services provided. Prepare priority lists and analysis reports for all work groups within the Division as required. Responsible for maintaining all safety, orientation, technical and supervisory training programs for personnel in the Division.
Responsible for maintaining and enforcing a complete and comprehensive safety program, including working policies and procedures. Coordinate, supervise and be familiar with all regulations regarding the handling, storage, and disposal of all hazardous/toxic substances.
Assist HR with administering PMLP’s DOT random substance testing program for CDL holders in accordance with applicable law.
Prepare and administer Distribution Division budget and action plans. In accordance with established limits of authority, approve purchases of materials and supplies to meet the needs of the Division. Responsible for maintaining proper records necessary to account for all materials and supplies used by Division personnel and contractors. Prepare specifications and bidding contracts and documents for vehicles, equipment, materials, and services as required by law. Evaluate bids and recommend bid awards.
Oversee the integrity of data being entered into various company databases. Maintain and monitor the pole replacement database to oversee which utility is next to transfer from replaced poles in the field. Utilize the company AMI and associated software systems to report and respond to system anomalies. Ensure that maintenance records are accurately and completely being maintained by field personnel and properly documented in company GIS system.
Act as liaison between PMLP and NEPPA in support of PMLP’s participation in their Mutual Aid program.
Operate high voltage circuit breakers and switches as required.
Responsible for the maintenance and security of PMLP property surrounding the main service building and all PMLP remote locations, including maintenance and security of the garage, the vehicle repair area and all other main service building areas where Division employees normally perform their duties. Responsible for the maintenance and general condition of all company vehicles and equipment and all associated record keeping. Evaluate and recommend vehicle and equipment replacements.
Maintain appropriate personnel records. Verify and approve all department time cards. Prepare and submit necessary records and reports to management as required. Administer all leaves for Division employees.
Serve on call 24 hours a day to address emergency situations involving all distribution and transmission facilities. During unusual conditions, may be required to perform emergency repair work. During emergency conditions, directly supervise lineworkers and powerplant equipment maintenance workers.
At the discretion of the Manager, shall perform supervisory and administrative responsibilities managing any other functions required to maintain or enhance the successful operation of PMLP.
QUALIFICATIONS: Requires extensive skills in project management, contract administration, enforcement of governmental regulations, and construction and maintenance of electrical equipment. Minimum of three (3) years experience managing electric utility maintenance and operation personnel. Minimum of three (3) years experience supervising electric utility line construction projects.
