PRIMARY RESPONSIBILITIES:

Under direction of the assigned Manager, the Utility Project Engineer I is responsible for defining, planning, managing, and implementing natural gas, electric, water, sewer and other projects within established time frames and budgets, consistent with NPU’s strategic plan, commitments to its customers and organizational goals.  This position is also responsible for the coordination of operations, maintenance, and construction activities for all NPU assets and performs related work as required.  The Utility Project Engineer I is accountable for independently performing a full range of engineering and/or related tasks pertaining to the following utility areas: design, construction, demolition, rehabilitation, operation, maintenance, testing and data collection and analysis, planning, research, compliance with regulations and performs related work as required. The Utility Project Engineer I may lead the work of employees and teams for specific projects as assigned.

ESSENTIAL JOB FUNCTIONS:

  • Plans and coordinates design and/or construction activities for capital improvement projects, special projects, and in-house projects related to natural gas, electric, water, and wastewater facilities and related NPU assets.
  • Develops, reviews, and approves proposed projects, budgets, technical specifications, and preliminary and final construction drawings for consistency with NPU’s standards and specifications.
  • Prepares and administers consultant and construction contracts; develops and manages scope, budget, schedule and change orders and adherence to technical and regulatory specifications.
  • Prepares and reviews engineering calculations and technical memoranda; uses professional judgement to identify and recommend alternatives when appropriate.
  • Develops data, studies, and cost estimates for long- and short-term planning for all NPU facilities.
  • Oversees employees, consultants, engineers and/or subcontractors as needed for construction and maintenance projects.
  • Oversees the maintenance of records of all NPU facilities and is responsible for keeping these records in an updated, accessible, and acceptable condition.
  • Acts as NPU’s liaison with local, state, and federal officials, engineers and contractors, and other agencies as assigned.
  • Monitors, evaluates, develops reports and ensures compliance with local state and federal regulatory requirements and codes during project implementation and on an ongoing basis, as assigned.
  • Ensures quality control and optimization of NPU operations, systems, and data integrity.
  • Makes recommendations for any required changes to designs, studies, drawings, and specifications for the construction, operation, and maintenance of NPU facilities or other City facilities as directed.
  • Troubleshoots and performs root cause analysis of complex utility related issues.
  • Assists NPU Managers and staff in developing capital improvement plans and budgets.
  • Serves as a technical lead and mentor to provide guidance and consultation to other Utility Project Engineers and operations personnel.
  • Develops and implements control systems, data acquisition, plant operations and maintenance policies, processes, and procedures.
  • Participates in multi-discipline teams to collaboratively resolve utility issues.
  • Monitors operations facilities and processes and ensures compliance with federal, state, and local regulations.
  • Advocates and represents NPU regarding utility concerns to outside agencies and the public.
  • Participates in employee committees in support of company initiatives.
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS:

  • Graduation from an accredited college or university with a Bachelor of Science Degree in either Mechanical Engineering, Civil Engineering, Electrical Engineering, Environmental Engineering, or equivalent engineering degree depending on parenthetic engineering discipline advertised or,
  • Candidate to obtain a Bachelor of Science Degree in a Civil, Mechanical, Electrical or Environmental Engineering, or equivalent engineering degree, from a recognized college or university, depending on parenthetic engineering discipline advertised. Candidate must be in final semester and degree must be obtained prior to appointment.
  • Must possess a valid State of Connecticut driver’s license.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to understand controls and systems and SCADA systems.
  • Knowledge of the field of mechanical, civil, environmental, or electrical Engineering not in one’s degree area.
  • Great interpersonal relationship skills.
  • Ability to plan, organize, and inspect the work of others.
  • Good ability to analyze and design public utility systems and their related components.
  • Demonstrated technical skills and experience working on complex utility projects.
  • Ability to analyze and design mechanical, civil, or/or electric public utility systems and their related components.
  • Ability to effectively interface with City department heads, and other city, state, and federal officials.
  • Ability to define, plan, execute, control, and validate the work of team members, consultants and contractors in a timely and accurate manner.
  • Ability to lead multifunctional teams.
  • Excellent oral and written communication skills.

You must reside within the State of Connecticut, 60 miles from Norwich within one year of appointment.
In order to be qualified for this position, candidates must possess electrical experience.
