In 1990\, he started working for Littleton Electric Light Department as an Apprentice Lineman\, completing NEPPA’s Line School in 1994. John worked his way up from Journeyman Lineman to Engineering Technician\, gaining skills on the more technical aspects of distribution such as substations\, scada and automated distribution. He oversaw the meter department\, planning for and installing Littleton Electric Light Department’s first AMR system and upgrading all metering to solid state. In the early 2000s\, he worked to upgrade their substation by replacing the oil filled breakers with air insulated as well as replacing all mechanical relays w/ solid state. In 2005\, John took on a supervisory role\, overseeing line crews for after-hours coverage. He has been involved with public power his whole life\, as his father was a lineman in Sterling\, MA in the 50’s before becoming the Manager in Paxton and then Littleton. NEPPA is happy to have his expertise as an instructor\, helping to expand NEPPA’s training program with this knowledge and experience. \n					\n				\n			\n				\n				\n				\n				\n				LODGING\nLodging is not included in your registration fees and must be arranged directly with the hotel. Mike took over the helm of NEPPA in May 2022 after a 40 year utility career that started inside a #6 fuel oil generation plant at Philadelphia Electric. \nPrior to his role at NEPPA\, Mike was the Energy & Technical Programs Manager for the Southern Maryland Electric Cooperative (SMECO) in Hughesville\, Maryland\, and his main responsibility was the oversight of the Solar Interconnection and Electric Vehicle programs. \nBefore his stint at SMECO\, Mr. Hyland served as the Senior Vice President of Engineering Services at the American Public Power Association (APPA) in Washington DC for 24 years. In that position\, he was responsible for all the engineering\, safety\, cyber security\, reliability\, system planning\, mutual aid and operations for the associations 2000+ municipal utilities operating in the United States. \nMike is a Professional Engineer with an Electrical Engineering degree from Drexel University in Philadelphia\, is co-inventor on three US Patents\, and now resides in Nashua\, NH. Mike has been married to his wife Colleen for over 33 years. These classes are for both\, continuing education (to renew the license) and test prep (to prepare for the test to receive a brand-new license). In order to recieve a completion certificate\, students must attend the full 4 hours of class. \n			\n				\n				\n				\n				\n				Students attending classes for continuing education will need to bring their hoisting license for verification and will receive a certificate of completion after completing the full 4 hour class. If the hoisting license is not brought to class for verification\, or if the license has been expired for more than a year\, the certificate will not be issued. In this case\, you will have to take the test again. DESCRIPTION:NEPPA offers a four-year curriculum of the Northwest Lineman College’s Lineworker Certification Program and combines hands-on and formal classroom training. Students attend class four times a year for four days each to complete the four-year program. \n  \nEligibility: To enroll\, student must be currently employed at a public power utility or contractor and be 18 years of age prior to the commencement of the program. \n  \nIn addition to classroom time\, students are expected to: \n\nSelf-study by reading the material\nTrack\, record\, and submit monthly apprenticeship reports of on-the-job training\nTrack\, record and submit quarterly “competency” forms\n\nSkill Assessment Rodeo:Each year\, students participate in a Skills Assessment Rodeo. Customer Service (CS) Representatives need to understand when a customer asks about the electric utility\, how it operates\, and what and why when speaking with the customer. After taking this course\, the CS rep will gain a better knowledge of how the electric distribution system works\, understand the essential components and definitions of the electric distribution system\, and know how to answer the customer without diverting the call to operations or engineering. \nPart II: Hands-on Participates will tour the NEPPA facility and be given the opportunity to see\, touch and experience lineworker equipment\, tools and daily tasks\, as a way to help bridge the gap between administrative and operations staff. In 2019\, Codie received the “Above and Beyond” Award from the Oklahoma Association of Electric Cooperatives for providing emergency care for an individual in a vehicle accident while he was on the job. In his free time\, he enjoys the outdoors and spending time with my family. Returning home\, she entered the hospitality industry\, gaining vaulable customer service and management experience. SUMMARY:Substation II Program (Session II)
DESCRIPTION:  \nBuilding on the success of Substation I\, NEPPA is pleased to offer the Substation II Program which is held in 4-day sessions 4 times a year. Participants are expected to attend all sessions. Substation II expands on Substation I and moves into protection and controls\, understanding operations\, schematics\, and diagrams\, testing and test results interpretation of substation equipment.  Upon successful completion of the Program\, students are awarded a Certificate of Completion. \n  \nIn addition to in-class lecture\, the Substation II Program incorporates hands-on application of concepts and testing\, building\, and manipulating a relay panel\, and weekly testing including a final exam to demonstrate knowledge and comprehension of the course content.  \n			\n				\n				\n				\n				\n				SESSION DATES & HOURS\nUnless otherwise noted\, sessions are held in-person from 8:00 am – 2:00 pm Tuesday – Thursday and virtually 8:00am – 11:00 am on Fridays.\n  \n \nDates are subject to change however advance notice will be provided\, as needed. \nSession I: October 7 – October 10\, 2025 passedSession II: October 21 – October 24\, 2025Session III: November 4 – November 7\, 2025Session IV: November 18 – November 21\, 2025 \n			\n				\n				\n				\n				\n				LOCATION\nAll in-person classes will be held at NEPPA’s Training Center. Additional field visits may be arranged and will be communicated in advance of the session.  \nNEPPA Training Center200 New Estate RoadLittleton\, MA 01460 \n			\n				\n				\n				\n				\n				WHO SHOULD ATTEND\nThis course is designed for \n\nLineworkers or operations employees\nSubstation Technicians\nEmployees or Supervisors transitioning from other departments\nEngineers\nConstruction Supervisors\nProject Managers\n\n			\n				\n				\n				\n				\n				LEARNING OBJECTIVES\nUpon successful completion of the Program\, Substation II participants should be able to:   \n\nApply concepts to design\, build\, maintain\, troubleshoot\, and repair a substation.\nDemonstrate an advanced understanding and knowledge of applicable standards\, specifications and regulations such as OSHA\, the NESC\, and NERC/CIP.\nPractice safely entering\, exiting and performing maintenance in a substation.\nApply advanced concepts of the substation’s role in a distribution system including testing and programming.\nDemonstrate ability to test and program equipment found in a substation\, including applicable safety precautions and PPE\nDemonstrate an advanced understanding of SCADA\, as well as switching and tagging.\nDemonstrate an applied understanding of how to operate and interpret relay functions. \n\n			\n				\n				\n				\n				\n				COURSE PREREQUISITES\nIn order to be successful in the Substation II Program\, students must complete the Substation I Program and participate in the Basic Electricity and Mathematics for Utility Operations course (which is day one of the Substation I Program).  \n			\n				\n				\n				\n				\n				REGISTRATION\n2025 Registration fees include coffee and lunch each day.
