Mike is a Certified Utility Safety Professional (CUSP) with 41 years of experience in all aspects of electric and gas utility operations\, as well as contractor management\, employee health and safety\, and utility technical training\, particularly in underground distribution and cable splicing.  Mike holds both the OSHA 30-hour General Industry and 20-hour Leadership Certifications. DESCRIPTION:NEPPA’s Substation I Program has been redesigned for 2026! We are excited to offer new content and more interactive learning in this program. Substation I is held in 4 in-person sessions\, each lasting 3 days (Tuesday-Thursday) from 8:00am – 2:00pm.  Participants are expected to attend all sessions. In 1990\, he started working for Littleton Electric Light Department as an Apprentice Lineman\, completing NEPPA’s Line School in 1994. John worked his way up from Journeyman Lineman to Engineering Technician\, gaining skills on the more technical aspects of distribution such as substations\, scada and automated distribution. He oversaw the meter department\, planning for and installing Littleton Electric Light Department’s first AMR system and upgrading all metering to solid state. In the early 2000s\, he worked to upgrade their substation by replacing the oil filled breakers with air insulated as well as replacing all mechanical relays w/ solid state. In 2005\, John took on a supervisory role\, overseeing line crews for after-hours coverage. He has been involved with public power his whole life\, as his father was a lineman in Sterling\, MA in the 50’s before becoming the Manager in Paxton and then Littleton. NEPPA is happy to have his expertise as an instructor\, helping to expand NEPPA’s training program with this knowledge and experience.\n					\n				\n			\n				\n				\n				\n				\n				Registration Fees \n2026 Registration fees include coffee and lunch each day. SUMMARY:Apprentice Lineworker Program - Year 2\, Group A (Session 2)
DESCRIPTION:NEPPA offers a four-year curriculum of the Northwest Lineman College’s Lineworker Certification Program and combines hands-on and formal classroom training. Students attend class four times a year for four days each to complete the four-year program. \n  \nEligibility: To enroll\, student must be currently employed at a public power utility or contractor and be 18 years of age prior to the commencement of the program. \n  \nIn addition to classroom time\, students are expected to: \n\nSelf-study by reading the material\nTrack\, record\, and submit monthly apprenticeship reports of on-the-job training\nTrack\, record and submit quarterly “competency” forms\n\n\nSkill Assessment Rodeo:\nEach year\, students participate in a Skills Assessment Rodeo. In 1990\, he started working for Littleton Electric Light Department as an Apprentice Lineman\, completing NEPPA’s Line School in 1994. John worked his way up from Journeyman Lineman to Engineering Technician\, gaining skills on the more technical aspects of distribution such as substations\, scada and automated distribution. He oversaw the meter department\, planning for and installing Littleton Electric Light Department’s first AMR system and upgrading all metering to solid state. In the early 2000s\, he worked to upgrade their substation by replacing the oil filled breakers with air insulated as well as replacing all mechanical relays w/ solid state. In 2005\, John took on a supervisory role\, overseeing line crews for after-hours coverage. He has been involved with public power his whole life\, as his father was a lineman in Sterling\, MA in the 50’s before becoming the Manager in Paxton and then Littleton. In 1990\, he was hired by Middleton Electric as a First Class Lineman and was promoted to Crew Leader\, then Line Foreman and then became the Facilities Coordinator. \nHe has been involved with multiple Mutual Aid Storm related emergencies as a lineman and supervisor all over New England\, Florida and the Virgin Islands. His knowledge and skills have greatly benefited the NEPPA team in NEPPA safety meetings as well as the NEPPA Apprentice program. \n					\n				\n			\n				\n				\n				\n				\n				\n				\n					Mike Pazzanese\n					Trainer\, Northeast Public Power Association \n					Mike joined NEPPA as part of the training team in April 2021. Mike is a Certified Utility Safety Professional (CUSP) with 41 years of experience in all aspects of electric and gas utility operations\, as well as contractor management\, employee health and safety\, and utility technical training\, particularly in underground distribution and cable splicing. \nMike holds both the OSHA 30-hour General Industry and 20-hour Leadership Certifications. Mike is also an Authorized OSHA Trainer-General Industry. \nAs a graduate of Bridgewater State University with a teaching degree\, Mike’s background in utility and 11 years of technical training experience strengthens NEPPA’s capacity to provide top-tier training. \n					\n				\n			\n				\n				\n				\n				\n				\n				\n					Codie Perry\n					Manager of Safety & Training\, Northeast Public Power Association \n					Codie graduated from Pratt Community College Line School in 2014 with an associate degree in Electrical Power Technology. He then worked for Kay Electric Cooperative in Blackwell\, Oklahoma\, where he spent 11 years. In that time\, he received his Lineworker Certificate from Northwest Lineman College. In 2019\, Codie received the “Above and Beyond” Award from the Oklahoma Association of Electric Cooperatives for providing emergency care for an individual in a vehicle accident while he was on the job. In his free time\, he enjoys the outdoors and spending time with my family. Mike took over the helm of NEPPA in May 2022 after a 40 year utility career that started inside a #6 fuel oil generation plant at Philadelphia Electric. \nPrior to his role at NEPPA\, Mike was the Energy & Technical Programs Manager for the Southern Maryland Electric Cooperative (SMECO) in Hughesville\, Maryland\, and his main responsibility was the oversight of the Solar Interconnection and Electric Vehicle programs. \nBefore his stint at SMECO\, Mr. Hyland served as the Senior Vice President of Engineering Services at the American Public Power Association (APPA) in Washington DC for 24 years. In that position\, he was responsible for all the engineering\, safety\, cyber security\, reliability\, system planning\, mutual aid and operations for the associations 2000+ municipal utilities operating in the United States. \nMike is a Professional Engineer with an Electrical Engineering degree from Drexel University in Philadelphia\, is co-inventor on three US Patents\, and now resides in Nashua\, NH. Mike has been married to his wife Colleen for over 33 years. The session involves a mix of classroom learning and skill based practice in the yard.  \n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				Who Should Attend\nThis program is designed for Electric Lineworkers and Operations Personnel who may we required to do tree work in daily operations or mutual aid deployments.  There are no prerequistes for this course and it is open to new hires as well as those who have recieved previous training and need a refresher on applicable knowledge or skills in identified areas. \n  \n			\n				\n				\n				\n				\n				Course Overview\nNATS S-160 Portable Chainsaw Utility Applications course provides an introduction to the function\, maintenance and use of portable chainsaws\, and their technical application for utility infrastructure. The course meets the challenges utility workers face when a chainsaw is used for pole\, cross arm\, and tree removal operations located in proximity to utilities and targets such as roads\, buildings\, and related infrastructure where specialized technical skills and equipment are required to cut material into designated drop zones. Specialty cutting techniques and equipment will be explained\, demonstrated by instructors as well as available for participants to practice skills in a hands-on setting.  \n			\n			\n				\n				\n				\n				\n			\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				\n				Registration\nTo register\, please click the button below. SUMMARY:Apprentice Lineworker Program - Year 3\, Group A (Session 3)
DESCRIPTION:NEPPA offers a four-year curriculum of the Northwest Lineman College’s Lineworker Certification Program and combines hands-on and formal classroom training. Students attend class four times a year for four days each to complete the four-year program. \n  \nEligibility: To enroll\, student must be currently employed at a public power utility or contractor and be 18 years of age prior to the commencement of the program. \n  \nIn addition to classroom time\, students are expected to: \n\nSelf-study by reading the material\nTrack\, record\, and submit monthly apprenticeship reports of on-the-job training\nTrack\, record and submit quarterly “competency” forms\n\n\nSkill Assessment Rodeo:\nEach year\, students participate in a Skills Assessment Rodeo.
