Position Title: Director of Safety and Training (Full Time)

Reports To:     Executive Director

GENERAL SUMMARY:

Under the direction of the Executive Director, the Director of Safety and Training is responsible for managing, developing, and conducting training for utility operations employees including all certificate, technical and safety programs published by NEPPA.

This position may occasionally assist with special programs or facility related functionality such as conferences, meetings, and other programs as designated by the Executive Director.

ESSENTIAL JOB FUNCTIONS:

  • Designs/assists/contributes/participates in the implementation and conducting of technical programs sponsored by the Association including but not limited to apprentice, advanced lineworkers, meter, substation and crew This includes climbing, rescuing, rigging, construction of power lines and transformers, and power line repair.
  • Manages specialty programs such as hoisting, , which may require the maintenance of state permits or licensing, and oversight of contractors.
  • Identifies, recommends and develops new training programs; selects and researches topics for technical and safety programs; and supplements curriculum for apprentice and other certificate programs.
  • Update documents and procedures to ensure compliance with OSHA and all regulatory agencies
  • Works with NEPPA staff members to schedule and facilitate technical & safety training programs.
  • Prepares reports for technical and safety training meetings and other departmental records and reports.
  • Develops and maintains member relationships including marketing programs to new and existing members, assisting members with assessment and evaluation of employees in relation to published standards.
  • Assists with the planning of the annual RodE&O Engineering & Operations Conference, as
  • Oversees the planning and conducting of the annual Apprentice
  • Assists as necessary in the planning and conducting of General Foremen's
  • Oversees the management of contract trainers and trainers'
  • Is the NEPPA Staff liaison with the Safety Subcommittee.
  • Coordinates with the other NEPPA Committees and Subcommittees as required.
  • Recommends new approaches, programs, policies, and procedures to affect continual improvement of efficiency of the Association and services
  • Maintains and repairs equipment, facilities and ordering of materials utilized in training activities including obtaining appropriate service for Association vehicle used in travel to member utilities (see auto policies).
  • Oversees the process for accident investigations for members upon request.
  • Assist with NEPPA’s Mutual Aid Program when appropriate.
  • Performs any other tasks which may be assigned.
  • Assists Executive Director in preparing for Annual Budget discussions.
  • Participates in staff meetings.

KNOWLEDGE, SKILLS & ABILITIES:

  • Qualified candidates should possess a bachelor’s degree in engineering, safety or equivalent work experience in the field of operations safety and training.
  • Duties require knowledge equivalent to completion of a four-year apprentice line worker program and up to 10 years of progressively responsible related
  • Proficiency with computers, MS Office (Word, Excel, PowerPoint, Outlook), presentation equipment, and cloud computing.

  • Ability to deliver appropriate and effective information, including communication with utility General Foremen and management.

WORKING CONDITIONS/PHYSICAL DEMANDS:

  • Frequent periods in non-office environments, including manufacturing facilities and utility locations, with possible exposure to high noise and vibration levels.
  • May need to conform to member work environments, within OSHA, NEPPA and APPA acceptable safety rules.
  • Exposure to high voltage transmission lines and to weather extremes when conducting field training sessions.
  • May require physical exertion, requiring ability to lift, carry and position heavy objects utilizing proper body mechanics and techniques.
  • Frequent auto and occasional over-night
  • Required to abide by all OSHA standards for the varying work
