Description

Stowe Electric Department (SED) is seeking an experienced Manager of Legal & Regulatory Affairs to lead the SED's legal, regulatory, and policy activities. Reporting to the General Manager, this senior role serves as a key advisor to leadership and the Board, ensuring compliance, guiding regulatory strategy, and representing SED before state, federal, and municipal bodies.

Key Responsibilities

  • Lead regulatory proceedings, filings, and compliance with the Vermont Public Utility Commission, ISO‑NE, FERC, and other agencies
  • Advise leadership and the Board on legal, regulatory, and policy matters
  • Oversee Integrated Resource Planning, Renewable Energy Standard compliance, and Tier 3 programs
  • Manage grant applications, awards, and compliance for state and federal funding
  • Coordinate with outside counsel, consultants, and industry partners

Qualifications

  • J.D. and Vermont bar admission preferred (or equivalent experience/education)
  • Minimum 5 years’ experience in utility regulation, energy policy, or related legal work
  • Strong analytical, writing, and communication skills
  • Experience with regulatory filings, planning, and public-sector compliance

Salary

  • $100,000–$125,000 with generous benefits.
