Description
Function:
To manage the engineering department and perform electrical engineering functions for a municipal electric utility. Works in conjunction with other department personnel in constructing and maintaining an electric distribution system. This position is also responsible for working with the General Manager and Assistant General Manager to position LELD strongly for the future.
This position takes a lead role in the engineering and operations of the department in project engineering, construction, safety, supervisory on-call, field switching and testing. The Utility Engineering Manager has direct supervision of engineering personnel.
Reporting Relationships:
- Reports directly to the Assistant General Manager
- Works in conjunction with General Line Foreman and Working Foreman
- Direct supervision of Electrical Engineer
- Direct supervision of on-call linemen
Duties:
- Supervisory on-call responsibility, including 24X7 availability, emergency response, after hours scheduled work, and direct supervision of line crews.
- Writing and approving high voltage switching orders and performing and supervising high voltage switching throughout the system, including the Beaver Brook substation.
- Performing high voltage testing of cables, transformers, switches, breakers, including all substation components.
- Involved with substation maintenance, upgrades and device interpretation.
- Involved in all aspects of the AMI system including outage management and system analysis.
- Design and supervise upgrades and expansions to the electric distribution system.
- Perform project management duties for all system expansions and upgrades including cost estimates, material procurement and schedule coordination.
- In conjunction with General Line Foreman, generate wok orders for system upgrades and expansions.
- Conduct daily field inspections of system upgrades, expansions, and repairs, working in conjunction with contractors and our line crews.
- Create AutoCAD/Bluebeam drawings in conjunction with existing and future expansions and upgrades of the distribution system.
- Responsible for the maintenance and design of the departmental GIS database.
- Responsible for the maintenance and design of the electric SCADA system.
- Responsible for the maintenance and design of the electric Engineering Analysis model.
- Responsible for the maintenance and design of the town fiber system.
- Manage the electrician service applications.
- Develop bid specifications and evaluate bids for material and labor as required.
- Maintain the department reliability statistics.
- Acquire and maintain training for all safety equipment and safety procedures required to properly perform the job.
- Perform other duties necessary as required by management.
Qualifications:
- Must have a Bachelor of Science Degree in Electrical Engineering.
- Must be able to properly use personal safety equipment necessary for the operation of a high voltage distribution system (rubber gloves, hardhat, safety glasses, etc.).
- Must possess demonstrated skills with computer hardware systems and various engineering software programs.
- Valid Class D Massachusetts driving license or equivalent.
- 3+ Years of Utility Engineering Experience preferred.
Compensation:
Salary is commensurate with experience. The anticipated range for this position is $140,000 – $180,000.
