Title:                      Director of Electric Operations

Department:        Norwood Light Department 136 Access Road, Norwood MA 02062

Status:                   FLSA Exempt, Non-Union, 40 hours per week, Overtime and Standby Eligible

Salary:                  FY26, Grade S-15  $69.50 - $74.09 per hour for steps 1-3 (salary range exceeds hiring range)

 

General Summary: Under the direction of the Assistant Superintendent and Superintendent, this position is responsible for the overall management and supervision of the Light Department’s Electric Division, fire alarm system, and traffic signal system.

 

Essential Job Functions: *

  • Performs administrative and technical work of a complex and responsible nature dealing with all aspects of the planning, budgeting, and operations of the division.
  • Oversees the reliable control of electric transmission and distribution systems and operations of any permanent or temporary generation assets.
  • Demonstrates knowledge of electrical transmission substations, including design principles, operation, maintenance, and safety standards for high-voltage equipment and systems.
  • Ensures compliance to all applicable regulations and procedures governing Transmission and Distribution Operations including North American Electric Reliability Corporation (NERC) reliability standards, Federal Energy Regulatory Commission (FERC) standards, and ISO/NE Criteria.
  • Responsible for AMI, Outage Management System, and SCADA system. Maintains transmission plant and distribution plant including substations.
  • Supervises all business, engineering, construction, operation, and maintenance functions.
  • Works with both union and management employees; responds to inquiries, questions, and complaints from commercial and residential customers and the general public.
  • Confers with engineering contractors and developers on special projects and surveys.
  • Performs planning for the Electric Division; identifies problem areas and takes immediate corrective action to remedy problems.
  • Prepares and presents both technical and general reports for internal use and outside public use.
  • Works with lawyers and consultants on division-related matters, including litigation, damage claims, personnel issues, etc.
  • Responsible for management of major department-related projects, conservation programs, and renewable energy initiatives.
  • With the Assistant Superintendent and Superintendent, helps develop electric service rates for the Town to ensure competitive electric rates and a reasonable margin of profit.
  • Supervises, evaluates, and assists all Electric Division employees.
  • Performs as Trouble Supervisor on a rotating basis on nights and weekends; remains available for on-call duty 24/7. Trains Electrical Engineers to perform on-call duties.
  • Develops and helps maintain Department safety program.

Minimum Requirements: *

  • Knowledge of electrical engineering equivalent to completion of a bachelor’s degree and at least seven years of progressive managerial, technical, and supervisory experience in the electric utility transmission (115 kV) and distribution (15 kV) operation or equivalent combination of education and experience. Advanced degree preferred.
  • Massachusetts driver’s license required.

Skills, Knowledge, & Abilities:

  • Thorough knowledge of engineering principles and practices as they apply to electric utility systems, including operation, maintenance methods, materials, equipment, occupational hazards, and appropriate safety precautions.
  • Knowledge and ability to review, analyze, and design rates for proper revenue collections.
  • Leadership, planning, management, organizational, supervisory, and financial management skills.
  • Ability to communicate effectively verbally and in writing, establish positive public relations, and interact effectively with a wide variety of people.
