TITLE: ASSISTANT FINANCE MANAGER - ACCOUNTING

SALARY: GRADE Ell ($104,443.84 - $124,394.29)
LOCATION: PEABODY MUNICIPAL LIGHT PLANT
SHIFT: 7:30AM to 4:30PM

The Assistant Finance Manager and Accountant supports the Finance Manager in the overall financial management of the Peabody Municipal Light Plant. This position plays a key role in maintaining the integrity of the utility's financial records and ensuring compliance with municipal and regulatory requirements. Responsibilities include performing monthly cash and bank reconciliations, daily balancing, month-end and year-end closings, preparing for the annual audit, processing biweekly payroll, and supervising the accounts payable function.
DUTIES:
- Perform monthly cash and bank reconciliations for all accounts and investigate any variances promptly.
- Ensure daily balancing of receipts, deposits, and disbursements in coordination with customer service and billing functions.
- Prepare and post journal entries and assist in the monthly closing process, ensuring accuracy, completeness, and adherence to established deadlines.
- Assist in preparing the annual financial audit, including compiling schedules, responding to auditor inquiries, and providing supporting documentation.
- Process and verify biweekly payroll, including timekeeping verification, deductions, and preparation of payroll-related journal entries.
- Supervise and provide oversight to the Accounts Payable Clerk, reviewing vendor invoices, purchase orders, and payments for accuracy and compliance with municipal and departmental policies.
- Assist in the preparation of monthly, annual, and ad-hoc financial reports, including budget-to-actual analyses, operational summaries, and other management reports as required.
- Maintain and monitor internal controls to safeguard assets and ensure compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and Massachusetts Department of Public Utilities (DPU) reporting standards.
- Support the Finance Manager in the preparation of annual budgets, bids, forecasts, and financial analyses of rates.
- Coordinate with other departments to resolve financial discrepancies and ensure accurate accounting of utility operations.
- Recommend and help implement improvements in financial processes, systems, and training.
- Perform other related duties as assigned by the Finance Manager
QUALIFICATIONS:
- Bachelor's degree in Accounting, Finance, or a related field required.
- Minimum of three (3) years of progressively responsible accounting or finance experience, preferably in a municipal, utility, or governmental setting.
- Strong understanding of GAAP, GASB, and municipal financial reporting.
- Experience with payroll processing and accounts payable supervision required.
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook) and financial/accounting software systems; experience with MUNISor similar ERP systems
- Excellent analytical, organizational, and problem-solving skills.
- High attention to detail and ability to meet strict reporting deadlines.
- Effective communication and interpersonal skills with the ability to work collaboratively across departments.
- Supervisory experience preferred
Full-time, exempt position based on a standard 40-hour work week. Occasional extended hours may be required during month-end closings, budget season, or annual audit periods. Work is primarily performed in an office environment.
