Position Title: Lineworker First Class Department: Electric Reports To: Working Foreman Hrs/Week: 40 Rate: $54.60/hour Grade: E4 Appointing Authority: Electric Light Manager

General Summary

 

Under the supervision of the Working Foreman, the Lineworker First Class works as part of a line crew to perform the efficient and safe construction, maintenance, and repair of the overhead distribution and underground residential distribution (URD) electrical system, and is responsible for the safety, productivity, and quality of work performed, including assigned crew members. Provides feedback and makes recommendations to Head Lineworkers, Working Foreman, Superintendent, and management, as applicable, regarding infrastructure improvements to the distribution system.

 

Essential Job Functions

 

  • Performs all types of installation and maintenance work electrical distribution systems.
  • Performs URD work in a progressively proficient manner, including but not limited to:
    • Installs, splices, and/or maintains cable, conduit, terminations, potheads, lightning arresters, transformers, wires, switches, lighting fixtures and other auxiliary equipment and devices.
    • Troubleshoots, sectionalizes, repairs or replaces defective power lines and auxiliary equipment on dead or energized lines.
    • Installs temporary recording meters and taking voltage and amperage readings with portable meters.
    • Splices medium and high voltage cables with minimal supervision and secondary cable and fire alarm cables for connection on dead or energized lines. Constructs load break and dead break elbows.
    • Installs and repairing of underground transformers, primary oil switches, fuse cutouts and secondary junction boxes.
    • Phases cables and transformers for proper connections.
    • Makes proper house service connections and testing for proper voltage.
    • Installs and reads advanced meter
  • Performs overhead work, including but not limited to:
    • Installs insulators, potheads, lightning arresters, transformers, wires, cables, lighting fixtures, and other auxiliary equipment.
    • Runs wires from pole to pole or transferring wires from condemned poles to new poles.
    • Repairs or replacing defective power lines and auxiliary equipment.
    • Installs temporary recording meters and taking voltage and amperage readings with portable meters.
    • Erects poles, installs anchor rods and guy wires, and other duties connected with line construction.
    • Makes proper house service connections and testing for correct voltage.
    • Phases cables and transformers for proper connections.
    • Climbs poles and attaching cross arms and braces.
  • Handles, maintains and operates such equipment as cable trucks, truck winch, pumps, air gun, phasing transformer, crimping tools, bucket trucks, auger trucks, fork lift, etc.
  • Communicates with customers in a courteous manner and functions as a team player in cooperation with other employees.
  • Operates line truck and hydraulic equipment on line truck to dig and set poles. Operates various equipment such as pumps, phasing equipment, and hydraulic tools.
  • Supervises junior-rated linemen and assists in the training and development.
  • Performs line construction, streetlight maintenance and emergency restoration as needed.
  • May be temporarily assigned to other divisions within the Department as needed, including but not limited to the meter division and the power plant.
  • May assist in maintenance, repair, and operation of all Department assets, programs and processes as needed under the supervision of qualified personnel. This includes but is not limited to substations and generation.
  • Demonstrates ability to perform work at the next, senior job position for short periods of time, in a progressive manner (e.g. during absences and when called upon to do so).
  • Performs other duties as assigned within industry safety guidelines.

 

Qualifications & Abilities

 

  • Demonstrated experience as a Journeyman, First Class, or Second Class Lineworker, or comparable position/title, in the electric utility industry.
  • Successful completion of NEPPA lineworker training program, or comparable; participation in professional development programs for continued growth and improvement.
  • Expert knowledge of OSHA 1910.269 requirements, National Electrical Safety Code and National Electric Code sections pertaining to electric utility work.
  • Valid Class B Commercial Driver’s License with airbrake endorsement; Class A preferred
  • Valid Massachusetts DPS Hoist Engineers License 1B.
  • Valid motor vehicle operator’s license required
  • Establish and maintain residency within 45-minutes of ELD with reliable method of commuting
  • Expert knowledge of and ability to perform line work.
  • Familiarity with substation equipment, maintenance and operations.
  • Familiarity with diesel engine equipment, maintenance and operations.
  • Must be available for stand by duty at specified times and in cases of emergency, may be called for duty at any time.
  • Possesses thorough knowledge of the APPA Safety Manual. Sets a strong standard of safety compliance and responsible work practices for other crew members to follow.

 

 

 

 

Tools & Equipment

 

Motorized vehicles and equipment including a cable truck, aerial bucket truck, material handler, digger derrick, power winch, cable trailer and other equipment commonly used in line operations; hand and power tools; amp meter and voltmeter; and common office equipment.

Physical Demands

 

While performing the duties of this job, the incumbent is frequently required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.  The incumbent is frequently required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.  The incumbent is occasionally required to smell.

 

The incumbent must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perceptions, and the ability to adjust focus.

 

Work Environment

 

While performing the duties of this job, the incumbent regularly works in outside weather conditions.  The incumbent occasionally works near moving mechanical parts, in confined spaces and in high precarious place and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, traffic, toxic or caustic chemicals, risk of electrical shock, and vibrations.

 

The noise level in the work environment is usually moderate to loud in the field.
