Position Summary:

Reporting to the VP of Member Engagement, the Energy Solutions Executive will develop, direct, and oversee the design, monitoring and evaluation and regulatory process of energy efficiency and social and environmental responsibility program offerings that benefit participants and NHEC as a whole to ensure alignment with NHEC’s strategic intent that meet regulatory requirements both currently and in the future. They will also investigate, develop, and recommend programs, initiatives and short and long goals for measurement that keep pace with or exceed current and developing energy policy.

Responsibilities and Essential Functions:

  • Develops, recommends, and oversees the regulatory aspects of NHEC’s NHSaves Statewide Energy Efficiency, RGGI, and Social and Environmental programs, and presents for approval to the VP Member Engagement and the NH Public Utilities Commission.
  • Represents NHEC and members interests in NHSaves Statewide Energy Efficiency and RGGI plans and programs to the New Hampshire Public Utilities Commission.
  • Prepares the fiscal year energy efficiency budget and benefit cost analysis and provides required reports and documentation for Core Energy Efficiency and RGGI programs to the New Hampshire Public Utilities Commission.
  • Oversees program administrators working in Energy Star Home, Home Performance with Energy Star, Home Energy Assistance, Energy Star Products, Small Business Energy Solutions, Large C&I Retrofit, Municipal Program, Load Management, and Distributed Energy Resources such as solar and geo-thermal interconnection.
  • Oversees preparation and ensures accuracy of reporting the results of the NHSaves Statewide Energy Efficiency, data requests, and Forward Capacity Market (FCM) reporting to the PUC, NHEC Board, ISO New England, Department of Energy, EIA and others.
  • Supports NHEC’s participation in ISO-NE’s FCM, which brings in additional revenue to the Core Energy Efficiency programs, by submitting qualification packages to ISO-NE for NHEC’s C&LM programs; participates in Forward Capacity Action(FCA) Auctions; oversees annual certification; and ensures the maintenance of required documentation and provision of required reports to ISO-NE.
  • Establishes monitoring and evaluation plans to determine the effectiveness of the NHEC's energy efficiency programs and ensures compliance with ISO-NE requirements.  Oversees contractors who are engaged to complete evaluations.
  • Ensures value and service for NHEC by developing relationships with suppliers of service and with service delivery contractors.
  • Participates in cross-utility and stakeholder teams and sub-groups representing NHEC strategic goals and member interests regarding current and future EE plan development and regulatory issues.
  • Represents NHEC’s strategic goals and member interests through involvement with affinity organizations, such as the Energy Efficiency and Sustainable Energy Board, Northeast Energy Efficiency Partnership and Consortium for Energy Efficiency. Collaborates on the development of Social and Environmental and other projects, programs and services that will assist NHEC members in reducing their energy consumption and costs.  Ensures regulatory compliance by coordinating annual Department of Energy and periodic internal and annual ISO M&V audits. Assists with annual strategic planning and legislative activities to provide input and feedback to help guide program development.
  • Supports the strategic goals of NHEC by developing, reporting on, and achieving Balanced Scorecard objectives.
  • Supports financial goals of NHEC by collaborating on the development of program budgets and plans.

Required Education and Experience:

  • Bachelor of Science degree in Accounting or Business Management.  Advanced degree required.
  • Seven (7) years’ experience in developing and implementing a wide range of programs, products and services which impact members. These programs, products and services would include but not be limited to energy efficiency, renewable energy, account management, load growth and retention, and technical support.
  • Must be able to effectively lead across a wide range of disciplines including engineering, project/program management, field operations as well as cross functionally within other divisions.
  • Two (2) years as a People Leader.  Strong leadership skills with the ability to guide staff, allocate resources effectively, and drive results.
  • Excellent written and verbal communication skills.

Preferred Education and Experience:

  • Prior experience in a utility environment.
  • Ability to identify and implement process improvements that enhance efficiency while maintaining seamless service.
  • In-depth knowledge of the energy consumer’s fuel-blind value chain, from commodity supply to end use.
  • Expertise in developing market-driven energy solutions and building business infrastructure to support profitable programs, products, and services.
  • Understanding of electric utility infrastructure, operations, and support to implement optimal energy solutions

o   Assistance with power restoration is required of all employees.

o   Employees will be assigned functions to support power restoration and for some employees that may be different from their normal duties.

o   In order to meet this working condition, all employees are required to provide a personal phone number where they may be reached after hours.  This number will only be used for internal purposes.

Working Conditions:

Normal office conditions, occasional overtime may be required. Positions eligible for a hybrid work schedule will be dependent upon management approval & workload, however on-site office work in the Plymouth, NH area will be required.

Will be required to work long hours on occasions, especially during major system outages. Limited travel required in the performance of work responsibilities and representing NHEC at various professional and association meetings.

Compensation:

The targeted salary range for this position is $132,109.39-150,931.62 with anticipated pay for new hires between the entry and midpoint of this range and could vary above and below the listed range. Pay is based on non-discriminatory factors including but not limited to work experience, education, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of NHEC’s total compensation package for employees.
