GENERAL STATEMENT OF DUTIES: To be responsible for the financial analysis of utility rate filings and rate design matters for the Division of Public Utilities & Carriers; and to do related work as required.
SUPERVISION RECEIVED: Works under the supervision of the Administrator of the Division of Public Utilities & Carriers with considerable latitude for the exercise of individual judgement; work is reviewed for results obtained and conformance procedures and objectives.
SUPERVISION EXERCISED: Position will supervisor Junior Rate Analysts.

To be responsible for the financial analysis of utility rate filings and rate design matter for the Division of Public Utilities & Carriers.
To provide technical assistance to the Division in the areas of utility Accounting and Taxation.
To review and verify utility rate design of the utility companies.
To provide technical assistance for gas and electric adjustment clauses. To review, analyze and verify utility tariff changes.
To perform investigation of utility matters as may be directed by the Division.
To assist in the writing of utility rate decisions in regards to technical, tax and accounting issues.
To prepare and pre-file written testimony and accounting schedules on utility rate filings, investigations and related matters.
To present oral testimony as an expert witness before the Public Utilities Commission and the Division of Public Utilities Hearing Officers.
To review and evaluate utility decisions, orders and rulings throughout the country as made by other state and federal regulatory boards and commissions.
To do related work as required.
Required Qualifications for Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of technical and complex accounting functions and utility regulation relating to financial matters; The ability to present oral testimony as an expert witness in utility rate cases; the ability to analyze utility accounting, taxation and utility rate designs; the ability to deal with utility company representatives, superiors and associates in a tactful and courteous manner; the ability to prepare written reports; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through: graduation from a college of recognized standing with specialization in accounting, business administration or Public Administration; and
Experience: Such as may have been gained through: employment in a responsible capacity involving fiscal or business management in the private sector or with a state or governmental agency.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

General Statement of Duties Supplemental Information
This position is responsible for evaluating very complex rate filings, tariff filings, and service proposals for the largest regulated gas, electric and water utility companies. The work also involves technical direction and review of work performed by all junior rate analysts. The work consists of evaluating and proposing alternatives to utility company proposed rate structure, allocations of revenue requirements to classes of customers, conducting or reviewing cost studies, and may include determining the appropriate rate of return, conducting cost of capital studies and evaluating delivery of service proposals. This position is responsible for evaluating regulatory matters, developing a position, testifying in public hearings and assisting legal counsel in the preparation of briefs and pre-filed testimony.
Examples of Duties – Supplemental Information
Analyze cost allocation studies and rate design issues for regulated electric, gas, water and wastewater utilities and examine the effect of these issues in the context of regulated and competitive markets.
Analyze and formulate policy positions on projects and proceedings assigned to the Division’s Rate Department.
Analyze economic and statistical issues related to the regulated electric, gas, water and wastewater utilities.
Prepare and present written and oral testimony as an expert witness on allocation, rate design, and pricing in docketed proceedings before the Public Utilities Commission.
Review and make recommendations on issues in Commission dockets and projects including, but not limited to tariff revisions, registrations and certifications, performance measures, and compliance with Commission rules and procedures.
Perform analysis of policy issues associated with the regulation of electric, gas, water and wastewater utilities.
Review electric, gas, water and wastewater utilities industry tariff filings.
Continue professional development and maintain knowledge of contemporary issues affecting electric, gas, water and wastewater utilities.
Respond to inquiries from utilities, Commission staff, other government agencies, and the general public regarding utility rate issues and other industry matters.
Education & Experience Supplemental Information
The ideal candidate has experience as a Financial Analyst within a highly regulated field, preferably within the Public Utilities sector. Experience could be working for a regulatory body, or for a regulated utility. The ideal candidate has at least ten (10) years of experience as a Financial Analyst.
The ideal candidate has knowledge of generally accepted accounting procedures and practices, has background in financial modeling and analysis, understands basic concepts of a regulatory framework.
The ideal candidate has a general knowledge of the rules, regulations, decisions, practices and procedures of the RI Public Utilities Commission and the Federal Energy Regulatory Commission.
Candidates must have a bachelors degree from accredited college or university in accounting, economics, finance, business administration, or statistics/analytics. Advanced degrees and certifications a plus.
