Position Title:              Senior Facilities and Maintenance Specialist

                                                 

Reports To:                 Manager of Technical Operations                  Date:   April 2024

GENERAL SUMMARY:

Under the general direction of the Manager of Technical Operations, this position is responsible for various maintenance tasks on department buildings, facilities, and equipment. This can include general maintenance, troubleshooting, repair, or coordination and oversight of private contractors on the department’s HVAC geothermal system, substation grounds and facilities, generation equipment and facilities, and department vehicles.

 

ESSENTIAL JOB FUNCTIONS*:

  • Performs preventative maintenance, repairs, and troubleshooting for the department’s main office building HVAC system and coordinates the assistance of private contractors as needed. Replace air filters on a routine schedule.

 

  • Perform varied equipment and building maintenance duties to keep generating plants and substations in proper operating order. This can include general maintenance and repairs, or coordinating the assistance of general contractors as needed. This responsibility also includes plowing and assisting in snow removal for our main building, substations, and generating facilities.

 

  • Conduct regularly scheduled inspections of operating station equipment and perform preventive maintenance procedures on engines and motors. Replace parts, equipment and components when required. Perform emergency repairs. Test substation batteries to ensure proper operation and perform other substation testing, maintenance and repair activity.

 

  • Maintain accurate station logs and records. Check fuel levels and maintain inspection logs for fuel storage tanks.

 

  • Operate the department 5MW diesel generator on an as needed basis. Perform routine inspections and maintenance on the 5MW generator. Coordinate and schedule yearly inspections of generators and calibration of emissions systems with a third-party contractor.

 

  • Take a proactive approach in generator operation, maintenance and repair. Provide guidance and direction when working with others in areas of expertise. Training is available to become familiar with operating the generators and tying them into the grid. Recent year run times have been less than 50-100 hours per year.

 

  • Operate circuit breakers and other high and low voltage switching devices in conformance with department procedures and safety regulations.

 

  • Perform basic mechanical and hydraulic maintenance on 12 department vehicles and commercial trucks, or coordinate on or off site private contracting assistance as needed.

 

  • Respond to emergency vehicle failures to determine if we can make repairs on site or in house, or coordinate transportation of the vehicle to a qualified mechanic.

 

  • Maintain inventory of required diesel fuel, gasoline, lubricating oil, and parts, and coordinate purchase or delivery of fuel, new supplies, parts, or equipment.

 

  • Maintain and replace main office or substation electrical fixtures to include but not limited to, receptacles, GFI, photocells, ballast, wiring, conduit, breakers, transformers, relays, contact points, fans, motors, pumps, etc.

 

  • Performs preventative maintenance and repairs at the main office or substations on plumbing fixtures, water heaters, faucets, valves, fire sprinkler lines, water lines.

 

  • Conduct safety inspections and checks of emergency lighting, smoke detectors, fire extinguishers and fire sprinklers, and assists with yearly elevator inspections.

 

OTHER DUTIES AND RESPONSIBILITIES:

  • Fill in with line crews during routine, emergency, or storm situations when needed.

 

  • Will be expected to familiarize themselves with the distribution system and circuit tie points, in order to assist with implementing switching orders for planned outages, or to isolate areas during emergencies.

 

  • May perform maintenance duties for other town departments when required.

 

  • Performs other duties as may be required.

 

PREPARATION, KNOWLEDGE, SKILLS & ABILITIES:

  • Duties require high school or trade school education and specialized electrical knowledge plus 7+ years of related experience working with primary and secondary voltage and electrical generation machinery and equipment.

 

  • Ability to work from schematics and drawings, operate electrical welding equipment, use hand and power tools equivalent to journeyman ability in trades or crafts.

 

  • Operating a personal computer utilizing standard software such as Microsoft Office and standard office equipment. Utilizing specialty control software related to the main building HVAC and geothermal system.

 

  • Commonwealth of Massachusetts Commercial driver’s license required, or to be acquired within 6 months of hire.

 

  • Proficient verbal communication skills to interact effectively with other department personnel.

 

SUPERVISORY RESPONSIBILITY:

No direct supervision

 

WORKING CONDITIONS/PHYSICAL DEMANDS:

  • Regular time spent outside, subject to weather conditions while inspecting or completing work.

 

  • Frequent walking, standing, climbing, lifting and occasional requirement for sustained uncomfortable physical positions.

 

  • Frequent exposure to high noise and vibration levels from generators and heavy equipment.

 

  • Regularly lifts and moves 50 – 75 pounds.

 

  • Exposed to various fuels, cleaners and solvents.

 

  • Works well with others and is able to work independently with little direct supervision.

 

EXPECTED STARTING PAY RANGE:

  • $44.64 - $51.20 per hour
