Description
SUMMARY
Under the direction of the Light Department Superintendent, this position entails the safe and efficient delivery of electric services to the Town through both overhead and underground distribution and transmission systems. Duties include directing crews in their assigned tasks, overseeing ongoing work, and ensuring strict adherence to safety rules and regulations. Additionally, the role involves supervision of employees and fostering harmonious work relationships within the team.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- In conjunction with Superintendent, assists with coordinating and supervising line crews engaged in construction and maintenance of overhead and underground electrical systems included but not limited to distribution lines, fiber optic lines, substations and primary and secondary installations.
- Performs load management responsibilities to ascertain impact of new loads on system and to select proper supply voltages. Including writing and approving high voltage switching orders, performing and supervising high voltage switching throughout the system.
- Assists Superintendent with the purchasing and ordering a variety of materials and equipment necessary to operate and maintain electric lighting plant and system. Including inventory control. Recommends materials to be used based on evaluation of products, quality, and costs.
- Assists Superintendent with designs and lays out lighting for highways and special applications in accordance with established standards.
- Assists Superintendent with the preparation of maps, records and drawings related to utility line construction and repair projects.
- Works with Superintendent on the preparation of data and statistics required to file necessary reports to regulatory bodies, agencies and other town departments.
- Responds to after-hour power outages or emergencies to direct line activities to restore power safely and as efficiently as possible.
- Assists Superintendent with outside consultants and construction engineers to maintain electrical distribution, transmission system integrity.
- Responsible for the condition of department vehicles and maintenance schedule, recommends repair or replacement as necessary.
- Assists the Superintendent in preparing specifications and documents for bids including materials and labor.
- Proposes measures to Superintendent that improve safety, efficiency and be an advocate for process improvement.
- Assist with interviewing applicants for vacant positions.
- Evaluates performance of line members, recommends changes in status and compensation.
- Confers with office staff related to customer services.
- Works collegially with other town departments, state and local authorities and others in support of coordinating project responsibilities to achieve maximum efficiencies.
- Confers with and works with other utility companies on projects of mutual concern.
- Conducts daily foreman meetings to ensure a coordination of efforts, to review workplace safety matters and discuss matters related to public relations.
- Maintains current knowledge of profession through peer association, review of literature, and attendance at meetings, seminars, specialized schools, and continuing education related to duties and responsibilities.
- Performs all duties and responsibilities of a 1st class lineman and truck foreman.
- Performs other related duties as assigned.
SUPERVISES THE FOLLOWING HMLD POSITIONS
- Line Foreman, Lineman, Groundmen
QUALIFICATIONS
- Must have at a minimum a High School, Trade School, or equivalent education. Duties require knowledge of electric distribution systems equivalent to completion of three to four years of college and seven to ten years of related experience in an electric utility, or as a working line foreman for an electric utility, or equivalent combination of education and experience.
- Knowledge of electrical theory, engineering, GIS, substations, single and polyphase metering, testing and environmental regulations.
- Thorough knowledge of electric system distribution/transmission systems and on-going knowledge of safety rules and regulations.
- Considerable knowledge of trouble shooting both single and poly phase distribution systems to include but limited to transformers, regulators, substations, metering, primary, secondary URD, overhead, etc.
- Considerable knowledge of the geography of the town, location of underground distribution lines and other underground utilities.
- Thorough knowledge of the rules and regulations of the light department, town policies and by-laws and State laws; leadership, supervision, judgment and decision-making abilities; ability to command the operations of personnel and equipment effectively and with good judgment under life threatening and other emergency conditions.
- Experience supervising utility union personnel or have been a member of a union working for a utility.
- Ability to effectively communicate verbally and in writing to various and diverse groups and individuals.
- Must possess a Massachusetts Commercial Driver’s License and MA Hoisting License 1B, 2A.

PHYSICAL REQUIREMENTS
- Ability to have regular, in person attendance.
- Ability to work nights, weekends, and holidays during rain/snow/ice storms and any other inclement weather emergencies.
- Ability to handle stress and job pressures.
- Ability to be on call after the regular business day.
- Must be able to perform all duties and responsibilities in a non-office environment with exposure to all types of weather conditions including severe weather.
- Walking, standing and climbing while performing duties at work sites.
- Exposure to electrical hazards and extreme weather conditions during emergency situations.
- Occasional travel is required to attend meetings and conferences and to respond to emergencies.
- Must be physically able to supervise and direct and physically work in field operations.
